What Causes Redness On The Buttocks?

Question: My friend is handicapped and uses a toilet seat extension. When cleaning the extension with bleach, he did not clean the bleach off thoroughly and has a burning sensation on his buddocks, with redness. There is also a small open sore. I have used a antibiotic cream and covered with a light swab. Is there anything else I can put on it to help clear it up.
