Brief Answer:
This is most likely boil.

Detailed Answer:

Hi
Thanks for your query

I'm Dr Sudhir Kumar

I have gone through your query and understand your concern. This can be a boil.Important to know whether you are having fever? What is your blood sugar level? ( Whether you are diabetes?) It can be treated by antibiotics and analgesic.
Second possibility is any allergic rash if you also has itching. Cetrizine can be useful in it.
other possibility is sebaceous cyst/ lipoma. These required surgical excision.

You can discuss with your doctor about it.

Hope your query get answered. If you have any clarification then I will be happy to help you.

Wishing you a good health.
Take care.
