Brief Answer:
Can be gluten intolerance.

Detailed Answer:
Hello

Welcome to Health Care Magic.
My name is Dr Muhammad Ahmad & i will look into your problem.

I have gone through your query and would try to help you in the best possible way.

MY OPINION:

According to the history and description i got from you,in my opinion she is most probably having gluten in tolerance.
Oat mean is theoretically Gluten free but most brands out there in the market ARE NOT pure and they some way or the other get some gluten content in them, and this may well cause reaction on food intake by gluten intolerant person.

SECOND POSSIBILITY:

it is also possible that this diarrhea has nothing to do with gluten and you daughter is having diarrhea due to some bacteria or virus or any other reason.(seems to be a remote possibility)

WHAT MAIN THING YOU HAVE TO SAVE HER FROM:

1- DEHYDRATION
2- Allergic reaction in case of rash as you told, she has.

What can you do:

1- Keep giving her fluids continuously whether it is water or milk or any other fluid .(saving her from dehydration should be your main concern, i would like you to visit an ER but at least you can do this much at home and if she gets irritable disoriented dizzy rush to ER please).
2- Replace her salts with ORS or paedialite or something alternative for paediatric salt replacement.
3- Don;t give her any grains yet,
4-You can get over the counter antihistamin drops to minimize the reaction.
5- Don't panic act with calm head.

What to expect:

Her symptoms should get better with time as body recovers.
She shouldn't have any issues if she doesn't get dehydrated.

Hope I have answered your query. If you have any further questions I will be happy to help if not then don't forget to close the discussion and rate it.
Wishing you good health !!
