Question: I went to a doctor and told him I had a persisting white spot in my mouth above and behind my upper lip, and also discolouration inside my cheek. He said I had a lesion. The dentist confirmed this and is sending me to have a biopsy. She saw some whiteness there. I am insulin dependent, male and in my 70th year. Question: what is the percentage likelihood of a diagnosis of oral cancer and what is the survival rate?

Based on the history you have shared, and keeping in view the history of diabetes it also needs to be evaluated for local sores due to fungal or other infective causes and cultures alongwith biopsy would have been the right choice though biopsy earlier is of value to rule out malignant causes.

Hope it will turn out to be a benign sore as chances of having a malignant lesion are stil low based on the brief duration and other associated symptoms. It can be as low as 10 percent at this moment and as far as your other query is concerned, I hope it won't go to that verge but still to answer the query the survival rate is as high as 80-90 percent at five years from diagnosi, if it is localised and 50-60 percent if it's spread to distant organs.
