Brief Answer:
Use saline nasal drops.

Detailed Answer:
Hello.
The congestion of breath with heavy and hoarse voice is due to congestion and upper respiratory tract affection.
Keep the baby warm and adequately covered up. You can put saline nasal drops- Nasivion pediatric drops in each of his nostril every 3-4 hours to avoid a blocked nose. Giving a steam inhalation will help in decreasing the congestion. You will have to keep the baby in your lap while taking steam.
In case there is a fever then you can give Calpol drops after consulting with his pediatrician. Avoid dust, excessive humidity, sudden change in temperatures and any known allergen. Avoid all irritants like perfumes, soot, etc.
Application of warm cloth, hot water bottle or gel pack to face for 5-10 minutes relieves pain and congestion to some extent.
Wishing you good health.
Regards.

Related to viral infection.

The redness and dryness of the eye can be related to the viral infection of the respiratory tract. This will gradually subside after the cough and cold is over. You can apply a mild moisturizer over the dry area.
