Brief Answer:
Cervical spine problem.

Detailed Answer:
Hello!

Thank you for the query.

Your symptoms are most likely caused by spine problems in the cervical area. Due to nerve compression you get very characteristic for this issue upper back pain radiating to the arm. Arm tingling, weakness can be also present. The symptoms should be more intense when holding the head in one position (like in front of the computer) or after some intense physical activity. Sneezing problem can be also caused by this issue.
I suggest you to consult orthopedist and have cervical spine MRI done. You may need surgery to help with the symptoms.

Hope this will help. Feel free to ask further questions.
Regards.
