Brief Answer:
Most probably Epididymo-orchitis

Detailed Answer:
Hi.
Thanks for your query.
Read and understood your history of little pain in right (ball) testicle, higher than left and feel like a rice strip within, hurts when you touch it.

As per the history this looks to be epididymo-orchitis and I would advise you the following:
Tests of blood, urine- routine, microscopy, culture and sensitivity.
Ultrasonography with color doppler helps to get the correct diagnosis.
Clinical examination by a Doctor, preferably a General Surgeon or Urologist will help to get a confirmation and getting a prescription for an antibiotic, anti-inflammatory and supportive medicines like PPI and Probiotics.

Apply scrotal support to have it a bit elevated.

The right testis is usually at a higher position than the left naturally.

I hope this answer helps you to get an early and proper diagnosis and treatment.
It may take 1 to 3 weeks for this to get cured and continue the treatment till you are cured of the problem.

Please feel free to ask further relevant queries or if you feel that there is a gap-of-communication.
