Brief Answer:
Pruritic skin lesions and positive TPHA test

Detailed Answer:
The T. pallidum hemagglutination (TPHA) test has a very high positive predictive value for diagnosis of syphilis.
VDRL is a non-treponemal antibody tests for syphilis .This test may give a false-negative result during early- and late-stage syphilis.
From your prescription I could see that you have been already treated with antibiotics meant for syphilis (Doxycycline,Azithromycin).
You have also been prescribed antipruritic drug like Tab Atarax(hydroxazine 25 mg).
In Dec you have been given steroid as well (Momate-F).

Secondary Syphilis can cause skin rash ( macular, papular, papulo-squamous) distributed on the trunk and proximal extremities, frequently involve the palms and soles but they are usually non-pruritic and not seasonal.

You can upload some of the skin lesions for closer look as it has not responded to anti-fungal,and steroid and antibiotic creams prescribed by your doctor.
