Brief Answer:
Rule out any nerve related issue.

Detailed Answer:
Hello,
Thanks for posting your query.
The feeling of heaviness in the leg is due to the muscle wasting and weakness due to disuse atrophy of the muscle. Since there is no pain in the area, there is no inflammation. Only you need to regain the strength of the muscle. The only way to do so is by doing a regular physiotherapy.
You need the help of a proficient physiotherapist and if this does not help then do consult a neurologist and get a nerve conduction study done to rule out any nerve conduction abnormality.
I hope this answers your query.
