Brief Answer:
Ganglion cyst.

Detailed Answer:
Hello.

Thank you for the query.

Can you please attach a photo of it?
From your description most probable explanation is a ganglion cyst.
Its a benign lesion connected with a tendon and filled with clear fluid. It does NOT turn into a cancer.
It can be removed if causes pain.
Ultrasound can confirm it.

Hope this helps.
Regards.
