Brief Answer:
Referred sensation.

Detailed Answer:
Hi,

Thank you for your query.

1. This is most likely to be a referred sensation between the neck and the shoulder.

2. You will have to get both the neck and the shoulder examined to locate the cause.

3. If the shoulder movements are normal, pressure on the nerves as they exit the cervical spine is the most likely cause.

4. This is likely to be the cause and hence this fluttering is not a cause for worry.

5. Treatment will include neck and shoulder physiotherapy, imaging of the neck and spine in particular.

6. Routine medication includes anti inflammatory medication., local fomentation, steroids and rest.

I hope that I have answered your query. If you have any more questions I will be available to answer them.

Regards.
