Brief Answer:
a lymph node probably

Detailed Answer:
Hello,

if my understanding of your situation is correct you've touched your neck and palpated a tender structure under your skin that seems to be round or oval. This is probably an enlarged and inflammed cervical lymph node. It's very common for these nodes to get inflammed during infections of the upper respiratory tract. Symptoms like sore throat, runny nose, cough, etc commonly accompany such findings.

I cannot propose any treatment because there is no diagnosis yet. You'd better visit your primary care physician to have a look and decide whether treatment is required or not.

Sometimes the nodes may become enlarged due to viral infections. In such cases only symptomatic treatment is required (no antibiotics that is). In other cases non infectious causes may apply. Your doctor should be able to discriminate between such cases and the infectious ones.

I hope it helps!
Kind regards!
