Brief Answer:
SSRI drugs.

Detailed Answer:
Hello
Welcome to HCM.
I can understand your concerns for your father.

The urgency in his words can be due to anxiety.
Things doesn't go out of his mind. This kind of thought ruminations are seen in depression commonly.
Slow learning could be due to depression as well as affect of alcohol on his cognition.
Repeated checking can be due to anxiety or OC feature.

Keeping all these symptoms in mind, I think SSRI drugs like sertraline or fluoxetine (prescription drug) would be a good choice for his symptoms. This drug will cover all of his symptoms. Consult your psychiatrists for prescriptions.

Hope this helps.
Feel free to ask further.
Thanks.

One behaviour I forgot to mention.
He gets hyper or irritated on small things.
At those times, he speaks loudly and seems irriatted.
