Brief Answer:
gingivalenlargement,gingival polyp,fibroma, excisn

Detailed Answer:
thanks for your query, i have gone through your query.
the excessive gum like structure could be because of the gingival enlargement(secondary to deposits or drugs) or gingival polyp or inflammatory hyperplasia or irritational fibroma. all these conditions occur secondary to chronic irritation. consult your oral physician and get it diagnosed.
the treatment would be removal of the cause like scaling, surgical excision of the excessive tissue.
since you are diabetic the chances of gum infection is more. i hope my answer will be helpful to you.
if any queries are there reply me back. i would be happy if you tell me from where exactly the excessive tissue is originating from gums or below the denture wearing area or somewhere else.
take care.
