Brief Answer:
Observe the baby and if the symptom persists get him to a pediatrician

Detailed Answer:
Hello

Thanks for asking on this platform

Dribbling of urine in this age and sex can be due to infection or sone abnormality in urinary tract(like posterior urethral valve).
I won't get overly worried as the symptom is Intermittent and not consistent. There is no other history like fever, poor feeding etc that is suggestive of infection.
Crying during micturition can be there even in normal baby in whom there is no significant problem is there. Babies usually cry before passing urine due to fullness of bladder and after that due to wet diaper area.
I would like to know the report if there is any anomaly scan done during antenatal period and also if there is any history of decreased amniotic fluid in mother(detected in USG or informed by your doctor).
If there is no significant abnormality detected in mother during the pregnancy period I would like to observe the baby for next few days and if this dribbling complaint persists then my suggestion would be to get him clinically evaluated by a pediatrician to rule out any abnormality.

I hope this helps.
Please let me know if you have any more questions.
Regards
