Pain management specialist can help in pain clearly physical in origin. In this exact cause and mechanism of pain are found out and treated.
Psychiatrist can help in pain somatic in origin.In this no clear established physical problem associated with pain is found out though all investigations are done. This pain is psychological in origin.

Pain specialist probably cannot help in psychiatry/therapy issues while psychiatrist can.
