Brief Answer:
These are dark circles.

Detailed Answer:
Hello Sir,
Welcome to Health care magic

I reviewed your history and the photo attached with the question.
These are called as dark circles and it is quiet common condition.
The dark circles are causes by increased melanin pigmentation of the skin under the eyelids.
The common causes are exposure to sun light and age related changes in the skin.
The common predisposing factors are eczema of the skin, lack of nutrients, lack of sleep...

Hence I advice you to look for any of the predisposing factors like lack of sleep or deficiency of essential nutrients in the diet and correction of them.

If the condition does not resolve you can use commercially available dark circle creams for local application after consulting your skin specialist.

Hope the information is helpful to you.

Thank you

Thank You for your response back to me! I had gone to a dermatologist they gave me a bleaching cream to use and I did not see any change. I have had this since 1999 or 2000. I had just gone to the dr for a annual check up and I had brought up these rings around my eyes. He had said its from Allergies Due to the Venus Contgestion and for me to use an Antihistamin much as Zertec. I have not been checked for alleries.

As you said this is caused by exposure to the sun,age related changes to the skin, lack of sleep and Nutrients. But could it also be from Allergies also? Back in 99 I had a slightly elevated liver enzyme. I thought that maybe that had something to do with it ?
Thanks again XXXXXXX

Brief Answer:
Allergies/eczema can cause dark circles.

Detailed Answer:
Hello Sir,
Thank you for the follow up query.

Yes it can be caused by allergies of skin and it is called as eczema as I have mentioned in the previous reply.
In eczema or allergy the skin will show changes like peeling and it was not seen in your case but it can occur because of mild eczema leading to venous congestion as told by your doctor.

The elevated liver enzymes are usually not associated with dark circles they can cause rashes over other part of the body with intense itching.

Hence you can take anti-allergic drugs along with the local creams.
Sometimes even the genetic and hereditary factors play a role in the pigmentation of the skin and hence it may just indicate normal pigmentation for your body.
Hence no need to worry by avoiding the risk factors and treatment of them further worsening can be prevented.

Hope the information is helpful to you.

Thank you
