What Causes Darkened Dry Skin Blotches At The Base Of Penis?

Question: Dry skin blotches on the base of penis. Dark in color. Sometimes dry and flaky. No puss. Have had it nearly 10 months. Tried triple antibiotic ointment. Not helping. Don't think it is STD related as my spouse was tested when she became pregnant. What is it, and how should I treat it.
