When was the injury which has caused the bruise?
Symptoms described by you clearly indicate an inflammation in the bruise area. Such inflammation can be caused by hematoma or veins thrombosis. Symptoms can be very similar, however veins thrombosis more often gives calf pain and hardness.
In both cases surgeon consult is necessary. Hematoma should be drained with needle (if possible, if not, incision is necessary). Veins thrombosis needs heparin injections.
