Brief Answer:
It could be Epididymal cyst.

Detailed Answer:
Hi
If the swelling is inside the scrotum, near testis, then it could be Epididymal cyst. Epididymis will be attached to Testis and Cyst,Infection are common in it.As there is no pain, infection is ruled out. Next possibility is a Cyst.
If the swelling is over the scrotal skin, then it could be Sebaceous cyst.
There is no medical management for these Cysts. They have to be removed surgically.
Ultrasound scrotum will confirm the diagnosis.
Please consult your General surgeon /Urologist, get examined clinically and proceed accordingly.
Nothing to worry.
Hope I answered your query. If you have any questions, I will clarify further.
Wish you good health.
Regards
