I strongly believe that that this is not an infection and thus not contagious. If it were an infection, I would have expected it to spread and cause more inflammation over these 3weeks.

Have you had the chance to get this area examined by a physician? This is a very sensitive area and I never ever want to work with probabilities on these. I always like to have definite answers. That I cannot guarantee right now and will suggest that you get this black spot examined. If need be, it can be excised for further examination. They are not common but most black spots on the genitals have no pathological significance. My advice is that you stay calm and let's get definitive answers when you visit the gynecologist. If it were something as worrisome as cancers it will not increase in as a little as three weeks. It is unlikely to be an STD as well and would most likely not represent any particular disease state.
