Thanks for being at healthcaremagic
I have reviewed the attached photograph.
I need to ask you few questions:
Do you have pain or burning over this rash?
Were they in the form of tiny blisters to start with?
Are you sexually active and if yes is their any past or present history of similar complaints in your partner?
Did you take any medicine prior to the eruption of this rash?
Have you applied anything on your penis?
Kindly revert back with the answers.

Brief Answer:
Looks like herpesvirus infection or drug reaction

Detailed Answer:
According to the appearance of the rash it looks like either herpesvirus infection or drug reaction.
But you are not complaining of pain and burning and that goes against herpes and drug reaction.
I would recommend you to consult a doctor and get yourself examined clinically to confirm the diagnosis.

Brief Answer:
Herpes can be transferred, drug rash can recur with the same medicine

Detailed Answer:
If it is herpes it is a sexually transmitted disease and you can transfer it to your partner during the active stage.
If it is drug rash we need to find out the drug causing it as it can recur everytime you take the same medicine and with increasing severity.
