Brief Answer:
Presents as small asymptomatic swelling

Detailed Answer:
Hi
Thanks for being at healthcaremagic
Sebaceous cyst presents as a small swelling beneath the penile skin.
It is usually without any symptoms but sometimes it gets inflammed and infected and then causes pain and redness.
I would recommend you to upload the photographs of the affected area so that I can have a clearer picture of the condition and can guide you in a better way.
Regards
Dr Asmeet
