Hi there, thanks for asking. It could be related to some problems in the XXXXXXX glands, like thyroid, adrenal and etc. it could be related to using illegal drugs since many of them can change blood pressure. It also could be a form of early onset hypertension although it is not common in men, but black ethnicity is a risk factor. It could also be a transient form which people find it in exposure to stress. Stress management is the primary tool to control their blood pressure. It also may happen during the panic attacks so it is good to check if the person has anxiety. Another factor could be an error in reading the blood pressure which is rare. And finally it could be a temporary form which is not important if it is not repeated, so it is important to check blood pressure three times in different time to see if it is really high.
