Question: Am with friens who smokes meth. Complain of irrefular heart rytrhm I have him .5 mg xanax. Not better. He takes metipropolol for pvc. Should he take (100mg)?

I would highly recommend getting an EKG before administering any medication.

Heart rate is 120. ( sonetimes drops to 80) Bp is130/100

As a specialist, I can understand your concern.
You've high B.P.with tachycardia.
Metoprolol is the correct treatment.
But as the hypertension isn't well controlled, you may need another medicine, in the form of a diuretic.
First of all, you'll need a basic cardiac check, in the form of following tests:
1. blood routine, RBS,LFT,Lipid profile, creatinine and platelets.
2. EKG,Echo scan and a TMT.
3. After seeing these reports, it'll be decided, if an angiogram is needed.
After that expert opinion can be given, regarding medication to control your symptoms, by a cardiologist.
Now you should be clear, that dose of metoprolol,can't be advised, without a proper cardiac evaluation.

Hard to get to ER. Really nees to intervene from his home this evening. Since he normallybtakes the metoprolol ( 100mg) would it not be ok to gove this to him?
