Brief Answer:
Vascular Neurologist.

Detailed Answer:
Hi XXXX,
Thanks for being on healthcaremagic.com.
I am Dr.Ajay Panwar,a neurologist,here to answer your query.

Is vertebrobasilar insufficiency diagnosed? If yes, please upload the neuroimaging studies and other documents,as scanned images.

Treatment depends on the symptoms.Lifestyle changes, medications and in some instances, surgery may be required. If the symptom is just dizziness with a diagnosis of vertebrobasilar insufficiency, then medicines(statins, antiplatelet drugs) and lifestyle changes(exercise, smoking cessation, dietary restrictions) may suffice.
Did you get a MR-angiography or other some other diagnostic imaging for vertebrobasilar circulation?

You should go to a neurologist, preferably the one who specializes in vascular neurology.

Hope that helps.I shall be glad to have you in follow-up with further questions.

Regards
Dr.Ajay Panwar,
MD,DM(Neurology)
