Question: Hello, recently I got sore throat. i can't speak my normal voice. A while ago, I did spit some phlegm already (which was good). i still have dry cough and shortness of breath. my doctor said that my xray results were fine.

If the labs are fine, then the provided history goes in the direction of an upper respiratory tract infection involving pharynx and most likely tonsils.
No worries. All it needs is a symptomatic treatment.
Good garlic water mouth rinses with aspirin gargles would sooth the inflammation. SHort use of corticosteroids will help the inflammation too.
Get an amoxicillin antibiotic prescription for at least 5 days. Dry cough is just allergic and this infection is the underlying cause. you can take symptomatic cough remedies for it. Age of 21 is no worries for shortness of breath.Anxiety explains it.
In nut shell, no worries, do as directed and seek an otorhinolaryngologist for further evaluation.
