Question: Had surgery in January 2016 for a syrink. Now I've developed a trembling in both arms/hands. Advice please.

This depends on the syringomyelia cause (Chiari malformation, spinal tumors etc.) and the surgical procedure performed.

I've had a subsequent MRI done and a brain scan. Both were negative. The syrinx had decreased by 3/4. The surgeon suggested that the nerve might be scarred. What would account for the arm/hand shaking?

If the tremor was related to surgery and nerves scaring, the trembling you describe should have been started within few days after surgery.

If the onset was later ( weeks or months ) other conditions ( such as essential tremor for example ) should be taken into consideration.
