Question: I sprained my ankle 3 weeks ago it is still swollen I did go to a sports Dr and he told me I ripped my ligament but when I stand up my foot starts to turn purple is that normal

The purple color highlights the fact that venous return is not in the best of shapes. This leads to blood accumulating in the lower limb. This leads to excess amount of oxygen to be extracted that leads to the color change. When you stand up, gravity further compromises venous return and this becomes more evident. With healing and no more swelling, this would also get resolved. You should not be too worried about this just now. There is nothing special which needs to be done in addition to the ongoing treatment for this. Whenever possible, standing for long periods.
