Brief Answer:
Polymorphic Light Eruption (PMLE)

Detailed Answer:
Hello and welcome to healthcaremagic

I am Dr. Kakkar. I have gone through your concern and i have looked at the pictures.

I would like to keep a possibility of Polymorphic Light Eruption (PMLE). It is a sun light induced eruption and can present as itchy, red, raised, papules/eruption in people who have developed a sensitivity to sunlight (photosensitivity), in particular ultraviolet (UV) radiation from the sun.

The rash usually appears on areas of the body that tend to be covered during winter but exposed in summer: the upper chest, front of the neck and the arms and also face sometimes as red, tiny bumps or slightly raised patches of skin.

--I would suggest that you use a broad spectrum sunscreen, that which offers both UV A and UV B protection throughout the day. A sunscreen with minimum 30 spf would be adequate.

It should be applied in the following quantity:

--3ml for face and neck(a little more than 1/2 teaspoon)
--3ml for each arm(a little more than 1/2 teaspoon).

A sunscreen should be applied every 2-3 hours.

--Besides using a sunscreen, you could use a moderately potent topical steroid e.g mometasone furoate cream (Elocon Cream) once daily at night for a few days, for the itchy patches.

--An OTC antihistamine e.g cetrizine 10 mg once daily, in the evening would help you in providing symptomatic relief from itching.
