I can understand your concern. While flying, a person usually suffers from low oxygen, sometimes peripheral pooling of venous blood and hypotension and turbulence. Same thing can happen to your mother.
While flying, she can develop headache, hypotension, mild hypoxia and thus seizures. The risk increases with increased duration of flight. The risk is very low if flight duration is less than 2 hours.
The flight is good in a way that it causes lesser fatigue and rapid transport.
So you have to keep these risks in mind. My suggestion is get CT brain to find injury status. After that decide for transportation.
