Brief Answer:
It is mostly due to Enlarged Prostate.

Detailed Answer:
Hello
Thanks for your query, based on the facts that you have posted it appears that you have spraying of urinary stream and not achieving hard erection.

I shall be happy if you can post me few more details to help me in making comments on your problem.
1) Do you have other voiding symptoms like increased frequency for urination .urgency.nocturnal frequency etc ?
2) Are you diabetic?
3) Do you have high blood pressure(Hypertension)?
4) Is your external urinary opening normal? Is it stenosed(Narrow) ?

Spraying of urinary stream at this age is mainly due to Enlarged Prostate which is very common in elderly people.

You need to consult qualified Urologist for clinical and Digital rectal examination and get following basic tests done to confirm the diagnosis.
1) Ultrasound Scanning of abdomen and pelvis with post void urine residue .
2) Trans Rectal Ultrasound Scanning
3) Serum PSA.
4) Serum Testosterone levels
5) Blood Sugar Levels

As regards your problem of not getting hard erection and small size of penis it could be due to low Testosterone levels .
With advancing age there is fall of 1% in testosterone levels every year and this is one of the main cause for not achieving erection .

Further treatment will be decided by him(Urologist) based upon the clinical findings , results of these tests and final diagnosis.

Hope I have answered your query ,please feel free to ask if you have more questions
I shall be happy to help you
Thanks and Regards.
