Brief Answer:
Diabetes

Detailed Answer:
It is possible to feel hungry if your glucoses are low ie below 70. So I suggest next time you experience this symptom please check your fingerstick glucose with a monitor. Keeping a log of your glucose patterns will give you and your doctor a fair idea how to adjust your diabetes medications. When I see someone like you in my practice, I typically order the following blood tests in addition to a detailed physical examination:

CBC (Complete Blood Count, also known as Hemogram; includes Hemoglobin, WBC and Platelet counts)
Electrolytes (Sodium and Potassium in particular)
HbA1c (Glycosylated Hemoglobin = your 3 month glucose average)
Liver function tests (SGOT , SGPT, Albumin, Bilirubin, Alkaline Phosphatase)
Kidney function tests (BUN, Creatinine)
TSH
12 hour Fasting Lipid profile
Urine albumin to Creatinine Ratio
25 hydroxy Vitamin D

Detailed Answer:
To be sure if the skin reaction is due to simvastatin, you will need to consult a skin specialist ie a dermatologist.
Because this is not a known common side effect of simvastatin.

Unless one is sure whether or not this side effect if due to simvastatin it is not a good idea to stop it or reduce the dose. This is also because many a time, the side effects are not related to the dose.

Moreover, uncontrolled diabetes and thyroid problems can cause dry skin too. I hope the results of the above tests did not reflect either of these two situations.
