Question: Hi, I woke up with bad pain on the back of my neck, and the following red mark on my neck. The skin is peeling off, and it hurts really bad. It this a bite, or a rash, or what?

I have reviewed the attached photograph and you seem to have an insect bite reaction.
If was your treating doctor I would recommend you to apply topical steroid like cortisone cream on the affected area twice daily and take antihistaminic like tablet Cetrizine 10 mg twice daily for 5-7 days.
For pain you can take anti inflammatory medicines like tablet ibuprofen.
This will resolve the rash.
