Suggest Treatment For Rashes On The Glans Penis

Question: Developed a bad rash on penis glans and foreskin about a month ago. It got better until about a week ago where it flared up worse than before, including some small boils... Tried antifungal Clotrimazol and hydrocortisone... No working. Looks alot like allergic... Been taking Zyrtec, but doesn't seem to help.
