Brief Answer:
Most likely it is viral exanthema may be measles

Detailed Answer:
Hello

Thanks for the query

Fever with rashes in both the twins at this age is suggestive of some viral exanthem.
Most of the viral exanthem are contagious.
The common viral exanthem at this age is measles.
I would like to know if there is any redness of eyes, cough or cold.
On which day of fever the rash appeared?
From where the rashes started to appear like from face or from trunk?
Is there any history of contact with person with such fever and rash?
There is no specific treatment needed for viral exanthem.
Antipyretic(tylenol) for fever and adequate hydration by giving plenty of water with adequate nutrition is needed.
In most of the cases the rashes subsides on its own within 5-7 days without any complication.
Sometimes there may be some complication like loose motion, rapid breathing (pneumonia),altered sensorium(brain infection )and lethargy or decreased oral acceptance. So be watchful for any of these and if you notice any consult your pediatrician.
Although the possibility of measles is high it can be other viral exanthem also. The skin diseases Are better diagnosed by direct examination.I request you to attach an image and give the details so that I better able to help you out.
Regards
