Brief Answer:
Buccal Mucosa Urethroplasty is the best treatment.

Detailed Answer:
Hello
Thanks for your query, based on the facts that you have posted it appears that your relative has have long sentimental Stricture of the Bulbar Urethra.

I shall be happy if you can post me few more details to help me in making comments on your problem
1) Did he have history of urethral instrumentation in past ?
2) Did he have long standing UTI ?
3) Did he have discoloration or scarring of glans ?.
4) Is is possible to upload X-Ray films of RGU and MCU?
5) Have you done Urodynamic Evaluation ?

The long segmental stricture of urethra has to dealt with an open surgical procedure called Buccal Mucosa Graft Urothroplasty where a patch of Buccal Mucosa from inner side of cheek is used to widen the narrowed urethra .This is world wide accepted procedure and gives long term good results

Please consult qualified Urologist for evaluation and further treatment.

Hope I have answered your query ,please feel free to ask if you have more questions , I shall be happy to help you
Thanks and Regards.
