Suggest treatment for piece of foreskin attached to the penis

Question: I have a piece of foreskin attached to my penis head its connected to the shaft on penis like a bridge my penis head do not have the full mushroom shape.when I get a erection its like it restricts my penis is it cutting off the blood flow to my penis if I get it cut will my penis get more blood will it get more length.

There are so many devices sold on online market who claim to help in increasing girth ,length of penis ,but none of them have any scientific data to prove their claim.
