Many possible causes, recent photograph needed.

Detailed Answer:
WELCOME

I beleive I have understood your query.

There are several skin lesions that can affect the penis. The list includes but is not limited to fungal, viral, immunological (allergic), pre cancerous, cancerous, sexually transmitted diseases and idiopathic causes.

Diagnosis depends on examination of the lesion.
Will you please send a photo of the lesion please?

Will you please tell whether you had history of unprotected sex ?
Please also tell if you have any other disease.

As you are telling you have interference with urine flow, then consultation with your doctor will be helpful.

hope you are satisfied
