Brief Answer:
Lichen planus; topical steroid cream+oral antihistamine

Detailed Answer:
Hello. Thank you for writing to us

I have gone through your query and I have also reviewed the Images.

This seems like Lichen planus.
Lichen planus is characterized by itchy, shiny, red/ violaceous papules which may be distributed over torso, arms and legs.

I suggest a topical potent steroid e.g clobetasol propionate 0.05% cream Or mometasone furoate 0.1% cream twice daily.
These are prescription steroids and therefore I suggest that she sees a dermatologist in vicinity for a confirmatory clinical examination and for the needful.
An Oral antihistamine e.g levocetrizine 5 mg tablet once daily in evening will provide her symptomatic relief from itching.
