Brief Answer:
It could be Lymph node or Dermoid cyst.

Detailed Answer:
Hi
As per your description, it looks like Sub mental Lymph node or Dermoid cyst. Another rare possibility is infection and inflammation of the sub cutaneous tissue of the area. Here, the skin will be red and tender. Tumour or a serious concern is unlikely.

In such cases, I order for FNAC (Fine Needle Aspiration Cytology) of the swelling to confirm the nature of this lump. If the lump remain the same by next week, I suggests he visits a surgeon and take it further. Treatment will depend on FNAC report.

Hope I answered your query.
If you have any questions, I will clarify further.
Wish you good health.
Regards
