I have gone through your query and understand your concerns. Your grandson needs to be examined clinically in order to evaluate if there is anything apparently wrong on this skin. However, it is more likely to be an allergic reaction. Bed bugs also need to be ruled out.

In case of allergies, giving him cetirizine once daily for next few days should provide relief. You may also apply calamine lotion or some emollient/moisturizer like aloe vera lotion topically for relief. If it still persists, a dermatological consultation should be advisable.
