Suggest Treatment For Itchy Scalp

Question: I hope you can help me with a vexing problem.

My 6 year old granddaughter seems to be constantly scratching her scalp. It is definitely not lice related.
We've tried a special shampoo but this does not seem to be helping.
Can you help?
