Brief Answer:
Suffering from eczema or dermatitis herpetiformis

Detailed Answer:
Hi
Welcome to Healthcaremagic
I can understand your concern.

I have seen the photographs you have uploaded. There are few possibilities either eczema or dermatitis herpetiformis but she needs to be evaluated properly by blood tests and skin biopsy if required.
Advice her not to take zempred without a doctor's prescription as it is a steroid and can lead to various side effects.
As far as dermatologist is concerned you can the take help of online tools to search for a local dermatologist in XXXXXXX

I wish you good luck.
Regards
Dr Asmeet
