Question: Is krill oil helpful for eyes that have too much of the lipid layer, which makes them itchy, watery, and crusty? If not, is another oil effective?

I read carefully your question and I understand your concern.

Krill oil is not particularly helpful for the eyes, but very helpful for your general health and especially to lower your blood cholesterol, your blood pressure and strengthen your bones. By doing this it indirectly will effect on the blood vessels of your eyes and help the overall vision.

Every oil can have the same effect. So, even if you choose Fish oil, which have unsaturated lipids, it will still do what you need.

Also, I will recommend drinking plenty of fluids and having a diet rich in Vit A, like with carrots, tomatoes, so with lots of fruits and vegetables.
