Brief Answer:
Pigmented purpuric dermatoses, topical steroid and calcium dobesilate

Detailed Answer:
I have reviewed the attached photographs and your mother seems to be having pigmented purpuric dermatoses which is a pigmentary disease of the skin.
It can occur due to various causes like thyroid disease, diabetes, liver diseases and in maximum persons without any cause.
I have reviewed the reports and they seem fine. Only TSH is mildly elevated. TSH can be repeated after 1 month.
Even the medicines prescribed to her were fine but this disease is chronic and very resistant to treatment.
If I was your her treating doctor I would recommend her to apply clobetasol propionate cream diluted in a moisturising lotion in the ratio of 1:3 on the affected areas twice daily and take tablet calcium dobesilate 500 mg twice daily for 4-5 weeks.
These are prescription drugs and should be used under the supervision of the doctor.
