Question: I was working outdoors in wooded area a week ago and over the course of a day received many bug bites.
Developed itchy rash which has persisted and now bumps are appearing on my genitals and groin. Tried cortisone cream and lomotrin nothing seems to work.

I read history and saw the photo. After that I could conclude that most probably you may be having lichen urticatus.

It is a hypersensitive reaction to insect bite. There may be itchy erythematous papular eruptions at various sites of the body. It is also called papular urticaria.
You consult the dermatologist for the perfect diagnosis and treatment?

I would suggest...

- steroids in tapering dose
- antihistaminics like levocetirizine
- apply soothing lotion like calamine lotion
- avoid soap bath
- take precautions to avoid insect bite
