Question: I am a white 31 female, my blood pressure was 154/95 and heart rate was 99, I am dizzy and lightheaded I have a family history of heart disease

It is understandable to be concerned especially with a family history of heart disease but you are not likely in acute or immediate danger.

The blood pressure is high, it would be considered stage 1 hypertension but it is not high enough to cause immediate damage. It needs to be lowered if it continues at this level but this can be done at a visit to your doctor.
If it is reassessed and remains high, then in addition to diet and other lifestyle changes, blood pressure medication may be suggested.

The pulse rate may be higher than your normal pulse rate but it is still within normal range of 60 to 100.

The increase above your normal may be contributing to your dizziness and light headed sensation.
Dizziness and lightheadedness can be due to different possible causes such as : (1)acute infection (2)anemia or low blood count (3)side effect of medication (4)inner ear disease (5) blood pressure drop on standing (6)dehydration

If it continues, you need to be assessed by your doctor. This would include physical examination , bp assessment, blood tests.

Heart disease (angina, heart attack) is rare at your age unless you have a personal history of previous heart problems, though it can occur.

If you are experiencing symptoms such as central tight or heavy chest pain which is worse on activity, shortness of breath, palpitations, then you should be seen as soon as possible.
