Hello. That somewhat depends on the situation.

Some people have herniated discs and don't have any idea they have one since they don't have any symptoms.

And one can have significant neck or back pain that isn't caused by a herniated disc.

If the disc is compressing a nerve root and causing pain and/or numbness in an arm or a leg, usually it can be treated with rest, anti-inflammatories, and then a treatment program by a physiatrist--a physical medicine and rehabilitation MD specialist.

If that's ineffective, then surgery is needed to get the herniated part of the disc off the nerve root.
