Question: Is there any significant chance of contracting genital herpes (HSV-2) just from manual stimulation of an infected female, that is, just contact between the fingers and vaginal fluid, with no genital to genital contact? In other words, what is the chance of a person catching it just through the fingers?

Genital herpes is a sexually transmitted disease mostly spread by sexual contact oral or vaginal) & can be spread with contact with infected female genitals & vaginal or mouth secretions by a finger.... as the transmission of herpes virus ( HPV2) through an abrasion / cut on skin can permit the HPV2 enter body of an uninfected person,
So yes, HPV2 can be transmitted even while touching/ stimulating female genitals by finger,( having minute abrasion /cut which may remain unnoticed )
